Grand jury testimony is sealed, by law, for good reason. Witnesses can candidly testify without fear of public reaction. Those serving on a grand jury are allowed to ask questions, and need not fear that their unlawyerly phrasing might be held against them, or that there might be reprisal (e.g. someone burning down their home or harassing their family members because of hatred for their vote not to indite).

The lawyer who is demanding the transcripts KNOWS he is asking for materials which cannot lawfully be given to him, but the general public may not know, or not think it through. He is saying, in effect, "I am asking for something crooked. If the States Attorney breaks the law, and provides it, it proves he is crooked. If he keeps it secret, as required by law, people will think he is crooked, covering something up."
