I saw on the news, yesterday, that President Trump has authorized anti-tank missiles for Ukraine. Congress has to agree, before the missiles will actually be sent.

Some commentators in the U.S. think Trump is too friendly toward Russia. He did share intelligence with Russia against a terrorist attack that was about to take place in Russia, recently. It appears that Trump is trying to benefit from Russia in areas of mutual advantage (the North Korea situation comes to mind), and at the same time he will take action to oppose them where our interests and values conflict.

It would be prudent for all to provide alternative communication means in the effect that one of these cables are damaged. I'd suggest that many of those sorts of contingencies are already in place. An undersea cable is only one part of the international telecommunications network.
