I didn't see anything in the article re who/what body/process made the decision. Would you point me in the right direction?

The article mentions only 4 or 5 other cities that were competing; were these cities the finalists in some kind of a process of elimination method?

And finally is there some kind of an appeal (of the decision) process?

I'd have considered that, to be named as a city of Culture, that you'd have to have earned the title by being known far and wide for hosting cultural events. It's not like the Olympics where an event is only held every so often. Sounds more like a plug for tourism than anything else. Adelaide, for many decades, was known as a city of churches, however, I do believe that it no longer can lay claim to that title given the secularisation of society in general.
