Lost or stolen phone

I have either lost or had my phone stolen. I am hoping it is at work but in the meantime I have locked the phone and disabled the SIM by phoning the company I use as a mobile phone company. No calls have been made which is reassuring but it is still a concern that I have become so dependent upon a rectangular object.

I am insured for loss and damage so its not as bad as it could be and the chap was very reassuring but it's still upsetting and I'd rather it hadn't happened.

I don't have a smart phone (nor have I ever had one), and I have a curiosity question because Google Play Store apps tend to be vague about describing what an app can and, equally important, cannot do. That would include under what real world circumstances, as opposed to "rare" ideal circumstances, they would "work" as "promised".

IF you had one of these tracking type apps installed, and I presume IF the phone was turned on, could you actually track/trace the phone to its location, even if it was indoors--say via a desktop PC?

Part of this question is my "confusion" over just what is possible with geo-tracking, to include whether there is other tech that can do similar, or identical, things--for instance, can your cell provider "ping" (IF that's the operative word) multiple cell towers and triangulate the phone's location?

Apparently law enforcement in the USA can do that, but "success" newspaper type stories are never followed up with when/why that tech doesn't work (OR not good enough to find the phone such as someone is lost in the woods and there is only, apparently, a general location as to where they are.
