I recently saw a Jeff Dunham video in which he discussed some shows he did in London, with one of his puppets. :D

In the US, many black folks speak in variations of a common dialect. A voice on the radio might "sound black."

The puppet said that he met a black man in London whose accent and choice of words was entirely English--something he had never heard from a black person. He found himself looking around to see who was making the man talk.lips_sealed

Accent is really only a matter of exposure. A native of, say, America would accuse an expat of having an accent of their native country, however, natives of said country would accuse the expat of having an American Accent. A child who is born and bred in an environment where only the local dialect is spoken is more likely to sound like a local than one who must also speak their "native", even though they have never lived there, tongue.
