Obama said the group was to "consider how we can maintain the trust of the people"--but, people must first trust you, before trust can be maintained. The IRS scandal and the Benghazi scandal (the attack wasn't a scandal--the way the administration denied the additional protection that was needed--even though they were warned in advance of the attack--and the way the administration covered up the lack of protection and lied about it being a spontaneous effort was the scandal) pretty much killed any trust the American people felt. Perceptive people might have abandoned trust when Obamacare raised health care costs and made it harder for people to get health care insurance, when the opposite was promised..
