Students struck in public schools--568 times, teachers were thought guilty in one school system

Here is the article. (I dislike the sensationalistic wording of the headline of the story.)

It is a CRIME for school teachers in Illinois to strike their students--but authorities believe teachers in these schools have done it 568 times. Granted, it is a large school system--but that is an awfully large number of violations of the law. An underwhelming 24 of the teachers were terminated.:(

Since it is against the law, such teachers could have charges brought against them, and sufficient evidence could convict them--but I don't read of this happening, in the article. (Readers of this post are welcome to add links to any further information you discover. I have no doubt we all care a lot about children.) One student mentions he had to go to the hospital, so we're not talking about the kind of swats some parents regretfully give their own children for willful disobedience.

What do you think? Should the unions be allowed to protect such teachers? Should they be fired? Should criminal charges be brought against them? Should there be a way to suspend or revoke their license to teach?
