What can be measured?

I've just been reminded of this quotation:

ďThe first step is to measure whatever can be measured easily. This is OK as far as it goes. The second step is to disregard that which canít easily be measured or to give it an arbitrary quantitative value. This is artificial and misleading. The third step is to presume that what canít be measured easily really isnít important. This is blindness. The fourth step is to say that what canít easily be measured really doesnít exist. This is suicide.Ē Measurement for Improvement, 2005, NHS

Comments, anyone? :)

Not sure what you're saying - that you agree that ignoring what can't be measured is suicide or that only that which can be measured is important?
