In certain circles the problem is defined as the "rubber tire mafia". They play for keeps (AKA Hard Ball), make no mistake about that.
Personally, if governments were serious about alleviating traffic congestion, they would be improving public transport and making it so economical and easy to access that use of personal transport would be an insane choice.
The journey from Glasgow to Edinburgh got a special mention this morning. Still, those of us who have no need to work still stand in solidarity with those that do!
