The article mentions some problems with the original site, which could have been foreseen--such as, it shared hardware with other sites instead of having its own dedicated hardware. It was not originally set up to handle anywhere near the traffic that was expected.

There are plans to change it from Verizon to HP in the future--and, at the time of transition, some problems may surface.

People in the company who designed the originally-glitchy site say that the government people changed the requirements late in the schedule, too late for them to be able to write and test the code according to common standards.

You who know more about the requirements for effective web sites (including security concerns) may have comments to make, based on what the article says.
